Résolution du Forum des résistances de Sarajevo

 

 

Les organisations et les participants du "Forum des Résistances" qui s'est tenu à Sarajevo les 12 et 13 septembre 2009 ont rédigé la résolution ci-après : 

 

1. Il est un fait que le monde se trouve aujourd'hui à un tournant, dû à l'échec du système économique, politique, social et culturel néolibéral. Cette faillite postule de nouvelles solutions qui permettraient de dépasser et de résoudre les problèmes issus de la crise du monde moderne.
2. Cette crise globale se manifeste particulièrement au niveau régional et local ; c'est très évident dans les Balkans, autrement dit dans l'Europe du Sud-Est. L'échec du modèle néolibéral a encore plus aggravé la situation dans ces sociétés, ainsi que dans leurs instances politiques et économiques.
3. Sous couvert de combat pour l'autodétermination des populations au niveau national, ethnique, religieux et social, les cliques et élites oligarchiques n'ont pour but que de se maintenir indéfiniment au pouvoir, elles sont profondément embourbées dans le magma de la corruption, elles sont incompétentes, n'ont pas de perspectives et s'incrustent dans l'autosatisfaction.
4. Les cliques et élites oligarchiques se servent des sentiments nationaux et religieux des citoyens ordinaires pour se maintenir au pouvoir et continuer à gouverner selon des modèles antiprogressistes et antihumanistes.
5. Depuis ces deux dernières décennies ces cliques oligarchiques ont montré qu'elles étaient représentées au pouvoir par des personnages extrêmement médiocres (Médiocratie). Il est évident que ces élites médiocratiques se maintiennent sur le piédestal du pouvoir grâce aux interventions et au soutien d'éléments étrangers aux Balkans. Il s'agit des intérêts des institutions multinationales, des compagnies et des banques et des forces de stabilisation en Bosnie-Herzégovine et au Kosovo.
6. Le résultat de tous ces facteurs cités ci-dessus a conduit l'Europe du Sud-Est dans une impasse. La classe ouvrière s'est vu retirer tous ses droits et devient dépendante du "dieu" marché néolibéral. Un grand nombre de personnes de pensée critique ont été instrumentalisées par la classe dirigeante. L'intellectualisme n'est plus valorisé et ne se résume quasiment plus qu'à une forme de bureaucratie ou de pensées stériles. Le travail scientifique et éducatif est aujourd'hui en pleine régression.
7. La crise actuelle du capitalisme est semblable à la crise de 1929 et est un terrain très fertile pour la propagation de mouvements chauvins, nationalistes, fascistes et fondamentalistes.
8. Comme regroupement de différentes organisations et individus, "le Forum des Résistances" est disponible pour unir tous les mouvements "authentiques", non compromis, progressistes, démocratiques et de gauche en un front unique. La formation d'un "Forum des Résistances" est le premier pas pour la fusion de toutes ces forces.
9. Le "Forum des résistances" propose la formation d'un front unique avec les mouvements organisés, avec les syndicats, mais s'oppose à toute forme de non-respect des intérêts de la classe ouvrière. Le "Forum des Résistances" s'engage pour la dignité des conditions de vie des travailleurs et travailleuses.
10. Le "Forum des Résistances" entend également orienter ses activités en défense des intérêts écologiques.
11. Il est important d'enrichir et de développer de nouvelles formes de démocratie participative, en particulier dans les sphères de l'économie, comme dans les autres domaines de la vie sociale, par lesquelles les travailleurs et citoyens limitent les pouvoirs de la bourgeoisie et des élites politiques. Le "Forum des Résistances" va travailler au développement de la lutte des classes, de l'activisme et de la solidarité au sein de la classe ouvrière. Une attention particulière doit être portée pour éviter toute mauvaise utilisation de la démocratie participative à l'encontre des intérêts de la classe ouvrière.
12. Le "Forum des Résistances" crée le "Comité de Coordination pour l'Europe du Sud-Est" (CCESE).
13. Le "Comité de Coordination pour l'Europe du Sud-Est" est ouvert à la collaboration avec les organisations de gauche, progressistes et démocratiques dans les pays du Sud-Est de l'Europe. Il sera le représentant du principal réseau et l'organisation "mère" pour les organisations citées et leurs activités.
14. Le "Forum des Résistances" constate que sur les territoires de l'ex-Yougoslavie il n'existe aucun parti de gauche qui défende les intérêts de la classe ouvrière. 

 

 

Organizacije i sudionici foruma socijalnog otpora iz BIH, Slovenije, Srbije, Poljske, Grčke i Četvrte internacionale donijeli su slijedeće zaključke : 

 

1. Činjenica je da se danas svijet nalazi na historijskoj prekretnici, uslijed konačnog raspada neoliberalnog ekonomskog, političkog, društvenog i kulturnog poretka. To iziskuje potrebu za novim rješenjima kojim bi se prevazišli problemi proizašli iz općeg sunovrata u kojem se nalazi moderni svijet.
2. Teško stanje na globalnoj sceni posebno i dodatno se reflektira na regionalnom i lokalnom nivou. To je posebno vidljivo na prostorima Balkana, odnosno jugoistočne Europe. Slom neoliberalnog poretka samo je dodatno pogoršao stanje u društvenim zajednicama i strukturama političke i ekonomske vlasti i moći.
3. Pod formalnim plaštom borbe za samoproglašene nacionalne, religiozne, socijalne ciljeve i interese domaće oligarhijske klike i elite već duboko zaglibljene u blatu korupcije, nesposobnosti, nevizionarstva, samozadovoljstva, se još uvijek održavaju na vlasti.
4. Svojim djelovanjem te oligarhijske klike i elite zloupotrebljavaju i nacionalna i religijska osjećanja običnih ljudi kako bi se održali na vlasti i nastaviti svoj anti-progresivni in anti-humanistički projekt održanja vlasti.
5. U zadnje dvije decenije te oligarhijske klike su pokazale da ustvari predstavljaju vladavinu najgorih (KAKISTOKRATIJA). Činjenica je se da se kakistokratske elite uspijevaju održati na pijedestalu moći zahvaljujući i ponašanju i uplivu stranih, vanbalkanskih elemenata. U prvom redu riječ je o interesima multinacionalnih institucija, kompanija i banaka i protektorskih uprava (u BiH i Kosovu).
6. Uzajamno djelovanje navedenih faktora dovelo je situaciju u jugoistočnoj Europi u slijepu ulicu. Radnička klasa je obespravljena i sve se više svodi na zavisan položaj unutar sustava "božanstva" neoliberalnog tržišta. Značajan dio subjekata kritičnog mišljenja i djelovanja je postao instrument vladajuće klase. Intelektualizam se više ne cijeni i praktično se svodi samo na formu ili birokratsku sadržinu i suhoparne deklamacije. Obrazovni i znanstvenici rad se nalazi u regresiji.  
7. Današnja kriza kapitalizma je poput krize iz 1929. godine vrlo plodno tlo za nastajanje i rast ektremnih šovinistički, nacionalsocijalističkih, fašističkih i fundamentalističkih pokreta.
8. Kao skupina odgovornih organizacija i pojedinaca "Forum Resistance", stoji na stajalištu potrebe za objedinjavanjem svih istinski i nekompromitiranih progresivnih, demokratskih i ljevičarskih pokreta u jedan zajednički front. Kreiranje "Forum Resistance" je prvi korak ka objedinjavanju tih snaga.
9. "Forum Resistance" predlaže formiranje zajedničkog bloka i akcionog nastupa sa sindikalnim organizacijama, ali istovremeno se oštro suprostavlja izigravanju interesa radničke borbe. "Forum Resistance" se zalaže sa dostojne radne i životne uslove radnika i radnica.
10. "Forum Resistance" svoju djelatnost usmjerava prema ostvarivanju ekoloških interesa.
11. Potrebno je obogaćivati postojeće i razvijati nove oblike participativne demokratije, posebno u sferi ekonomije, kao i u drugim oblastima društvenog života, ćime radnici i građani ograničavaju moć buržoazije i političkih elita i uče se da da vrše pritisak na njih u cilju praktične realizacije svojih legitimnih prava i interesa. "Forum Resistance" će raditi na razvoju klasne borbe, aktivizma i solidarnosti radničke klase. Potrebna je posebna pažnja kako bi se spriječilo korištenje participativne demokratije protiv interesa radnih ljudi.
12. "Forum Resistance" osniva i "Koordinacioni Komitet za jugoistočnu Europu" ("Coordination Committee of Forum Resistance for South-eastern and Western Europe" CCFR).
13. CCFR je otvoren za saradnju sa ljevičarksim, progresivnim i demokratskim organizacijama u jugoistočnoj Europi i predstavljaće glavnu mrežu i krovnu organizaciju za navedene organizacije i njihove aktivnosti.
14. "Forum Resistance" konstatuje da na prostorima bivše Jugoslavije ne postoji dovoljno snažna lijeva partija koja zastupa radničke interese.  

Resolution of the Forum of Resistances of Sarajevo

 

The organizations and participants in the Forum of Resistances which was held in Sarajevo on 12 and 13 September, 2009 adopted the following resolution :

 

1. It is a fact that the world is today at a turning point, due to the failure of the neoliberal economic, political, social and cultural system. This failure postulates new solutions which would make it possible to overcome and solve the problems resulting from the crisis of the modern world.

 

2. This global crisis manifests itself particularly at the regional and local level; it is very obvious in the Balkans, in other words in South-Eastern Europe. The failure of the neoliberal model has further worsened the situation in these societies and in their leading political and economic circles.

 

3. Under cover of the fight for the self-determination of populations at the national, ethnic, religious and social level, the sole objective of the oligarchic cliques and elites is to maintain themselves in power indefinitely. They are up to their necks in the magma of corruption, they are incompetent, they have no perspectives and they bask in self-satisfaction.

 

4. The oligarchic cliques and elites exploit the national and religious sentiments of ordinary citizens in order to maintain themselves in power and to continue to govern following anti-progressive and anti-humanist models.

 

5. Over the last two decades these oligarchic cliques have demonstrated that they were represented in power by extremely mediocre individuals (the “mediocracy”). It is obvious that these mediocratic elites maintain themselves in power thanks to the interventions and the support of elements foreign to the Balkans. It is a question of the interests of multinational institutions, companies and banks and of the stabilization forces in Bosnia and Herzegovina and Kosovo.

 

6. The result of all the factors mentioned above has led South-Eastern Europe into a dead end. The working class has seen all its rights taken away from it and is becoming dependent on the “god” of the neo-liberal market. A great many critical thinkers have been manipulated by the ruling class. Intellectual activity is no longer valued and is almost reduced to a form of bureaucracy or to sterile thinking. Today scientific and educational work has completely regressed.

 

7. The present crisis of capitalism is similar to the crisis of 1929 and is a very fertile ground for the propagation of chauvinist, nationalist, fascist and fundamentalist movements.

 

8. As a regroupment of different organizations and individuals, the Forum of Resistances is ready to unite all the “genuine”, uncompromised, progressive, democratic and left movements into a united front. The formation of a Forum of Resistances is the first step towards the fusion of all these forces.

 

9. The Forum of Resistances proposes the formation of a united front with the organized movements, with the trade unions, but is opposed to any form of non-respect of the interests of the working class. The Forum of Resistances commits itself to fighting for the dignity of the living conditions of the workers.

 

10. The Forum of Resistances also intends to orient its activities in defence of ecological interests.

 

11. It is important to enrich and develop new forms of participatory democracy, in particular in the spheres of the economy, as in the other fields of social life, through which the workers and citizens can limit the powers of the bourgeoisie and the political elites. The Forum of Resistances will work for the development of the class struggle, activism and solidarity within the working class. Particular attention must be paid to avoiding all misuse of participatory democracy against the interests of the working class.

 

12. The Forum of Resistances establishes the “Coordinating Committee for South-Eastern Europe” (CCSEE).

 

13. The Coordinating Committee for South-Eastern Europe is open to collaboration with left, progressive and democratic organizations in the countries of South-Eastern Europe. It will represent the principal network and be the “mother” organization for the above-mentioned organizations and their activities.

 

14. The Forum of Resistances takes note of the fact that in the territories of ex-Yugoslavia there does not exist any left party which defends the interests of the working class.
